Dr. Rubin holds a joint appointment with EERC and the Economics Department. His research focuses on market-based solutions to attain environmental goals. His recent publications have investigated the potential economic and social impacts involved in the trading of pollution permits. In addition, Dr. Rubin also is investigating the economics of alternative transportation fuels and vehicles in the United States. He and colleagues at Oak Ridge National Laboratory are constructing and testing a simulation model to examine the effects that alternative fuels and vehicles could have on oil prices, greenhouse-gas emissions, and transportation. Other research interests include ground-level ozone and global warming.

Dr. Rubin is a member of the American Economics Association, Association of Environmental and Resource Economists, Committee on Alternative Transportation Fuels, Transportation Research Board, and is on the editorial council of The Journal of Environment Economics and Management.

Hobbies include hiking, camping, biking, and cooking.
