Dr. Webster is director of EERC's Technology Research and Development Program (TRDP). The TRDP is responsible for managing collaborative education and environmental research projects with firms in the Oak Ridge area, including Jacobs Engineering, Bechtel-Jacobs, UT-Battelle, Science Applications International Corporation (SAIC) and other private firms; and such governmental agencies as the Tennessee and U.S. Departments of Education and Human Services and the Tennessee Valley Authority.

The TRDP focuses on innovative educational and environmental projects that employ the latest technologies (or explore the use of such technologies) to resolve problems or issues. New initiatives are oriented toward online and onsite training technologies in environmental and homeland security fields.

Dr. Webster is implementing an online pilot assessment for the environmental literacy exam developed by EERC's Waste Management Research and Education Institute and has conducted an online experimental compliance training program for the HAZWOPER (Hazardous Waste Operations and Emergency Response) standard.

Most projects combine the resources of private and governmental sectors with the expertise of University staff, faculty, and students through teaming agreements. Her areas of expertise include education, business collaboration, management, and research.

Before joining the EERC, Dr. Webster worked for a private nonprofit group, the Energy Opportunities Consortium, which was affiliated with the Knoxville Chamber of Commerce. She is a member of various professional organizations, including the Executive Women's Association and Leadership Tennessee. Dr. Webster serves on the board of the Boys and Girls Club of Knoxville.
